It could either be the hardware (the Lite-On writer), or it could be the "blank" disks that you are trying to write on.
Find a few "blank" disks from a different manufacturer than the disks that you are using, and try them.
Look at the "failed" disks -- do you see any evidence on the bottom of the disks, to indicate that _some_ of the disk has been written to?
Insert the "failed" disk into some other computer -- does it still show as a "blank" disk? If so, then your Lite-On is *NOT* "writing" when it should be writing.
