If you have repositioned the shifter arm correctly and it is not contacting something it is possible that you do not have the cover on correctly. There are, I believe, 2 dowel pins in back of the cover where it contacts t the crankcase if these dowel pins were not seated properly when you tightened the cover bolts it would cause the cover to misalign where the shaft goes through it and bind the shaft from rotating. Re check the cover installation.
It wouldn't shift up or down until I turned it on! Then it would shift again while not running. The problem was I didn't start the bike after putting it back together. Very strange for it to work out this way.
Now I have a new question? I already posted.
