If I'm not mistaken, the blue light is the low voltage indicator. You need to confirm that the voltage ON THE POWER SUPPLY TERMINALS of the amp never drops below 11 volts. If it does, the amp will shut off. It's possible that you have a bad connection or even a defective fuse that's causing the problem.
JL recommends a 100 amp fuse for the amp. If you use a fuse that's too large and something goes wrong, the amp may be very severely damaged (possibly beyond repair).
If you're getting well over 14v, that could be a problem. The amp is designed to operate between 11 and 14.5v. Outside of that range, it may shut down.
You really need to change the fuse. With a 200 amp fuse, you're protecting a $10 fuse with a $500+ amplifier.
If you haven't done so yet, you need to check the voltage ON the power connection of the amplifier (stick the meter probes through the screw holes in the top of the terminal block) to confirm that you have sufficient voltage getting to the amp. This is best done with a high quality meter capable of catching quick dips and peaks. Even extremely short duration dips in voltage (difficult to detect with a normal meter) can cause the amp to shut down.
If the voltage is OK, the amp will need to be repaired.
The meter on the cap may not respond quickly enough.
Changing the fuse was not to solve this problem. It was to help prevent the amp being damaged beyond repair.
