1. the front disc brakes are grabbing. When going down hill if I back off on the throttle the bike will slow down significantly. How do I adjust the front brakes to solve this problem. P.S. It also caused me to dump the bike when I grabbed the brakes to stop fast. They locked up! 2. There is a lot of surface rust forming on the screws and bolts

This could be a few concerns.Your front brake line could be restricted, your caliper could be seizing, or your master cylinder could be failing.You have said that there is a lot of surface rust forming.I would definitely start off by flushing the brake system, tell me if that improves the braking or not.It also wouldn't hurt ti spray some rust inhibitor on all the pivot points on the handlebar either.Get back to me , thanks...
There are two retaining bolts that hold the caliper on, then you can compress the caliper and replace the pads.If the caliper depress fairly easily, then there are no reasons to replace it.Be sure to bleed the brake system after replacing the pads.
There is no adjustment on the disc brake system on the front of the motorcycle, they are hydraulic.
