When trying to start, the engine will barely turn over. I tried charging the battery and jumping it with the same results. I can turn the engine by hand but the starter doesn't seem to turn it enough to get it going. When I pulled the starter it turns fast and easily with no load. I don't know what the the resistance of the engine should feel like and whether it is the problem or the starter is too weak.
