15 year old GE JKP26 double wall oven. Top oven (electronically controlled) not reaching temp (approx 220 degrees inside when control is set to 350 degrees)- "beeps" like it has reached temp, when it is not even clode. Reset breakers - did not help. Did thorough self clean - did not help. Any ideas?

Test and Let me know, if Thermostat is at Fault. If not, we would Proceed and Troubleshoot Further. But, more often it seems like Faulty Thermostat.
