- 16V & 5Vs all got. 5. Upon connecting the power adapter & switching ON, briefly the backlight comes ON then OFF. I guess this is normal since the 21" LCD TV i got (Thomson) also does the same upon powering ON the switch. Please request if you need further info. Thank you

What does the inverter board look like there is a little red llight on on the board inside the big box beneath where the power cord plugs in is that little red light suposed to be on all the time
If all the voltages measure normal, the failure could be in the LCD's inverter board. I've checked the schematic and it seems like the 16 volts could be a bit higher, check the electrolytic capacitors filtering the voltage for the inverter board.
