From what I've seen.....usually when Lithium batteries won't charge it's because they lost too much of there charge. As soon as a Lithium battery shows signs of weakness they should be charged. But to answer your question most chargers do have a fuse soldered to a circuit board so yes it's possible to be a fuse but not usually "simple".
If you seperate the houding of the charger it should be pretty easy to see. They usually look like a glass tube style fuse. It could be a slow blow so instead of glass it would be paper looking.
