Disconnect the cable at the throttle body and move the cable back and forth through out its full travel to see if you feel a rough section in its travel or a binding. if so then the cable is frayed and needs replacing. if none is found then with the cable still disconnected move the throttle by hand slowly to see if it moves freely. if not then the throttle plate may be dirty needing to be cleaned around the plate and shaft or the shaft is worn causing the binding.
