1993 suburu legacy does not start sometimes. It will start for long periods of time and then not start at all. When it will not start there is no clicking noise and the starter is not turning over. If you leave it alone for 20 minutes or so, it will start just fine

I am going to guess at this one since there is limited information to go on. I suspect from your explanation that it is electrical since you mention "there i s no clicking noise" Remove the battery cables (negative first to avoid grounding of the tool) and clean both the posts and cables. Reinstall the cables (negative last to avoid grounding of tool). If this is the cure it may take some time to realize since - as you say " it will start for long periods of time" Hope this helps.
