1997 cadillac deville heat or ac wont come on at all. i hear it as if its about to start blowing but nothing comes out. i swear i heard something overheat and make a weird buzzing soud somewhere inside the dash, i heard it once and after that my heat and ac never worked, ohh and i all of a sudden have a strong odor of anti freeze, it smells like fish

Right the heater rad is leaking or a pipe is loose or a tap ,their could be a relay or a control if its clima which is what i suspect if its a caddy ,best one here is to ask a local mechanic to have a look then come back on here to confirm ,very difficult to diagnose without my greasy hands under the bonnet.
