1999 4.6 HSE Range Rover battery replaced. Remote and radio work. All windows and mirrors do not work. Instrument panel says windows need to be set. Can't get windows to work to reset windows. Checked all fuses which are Ok. Any suggestions

There is a resynchronize key procedure to re-enable windows / mirrors operation.
The full instruction is in the owners handbook.
You will need the EMERGENCY KEY to complete the programming.

Base on the model year 1999,it's possible your vehicle is on the 3rd replacement battery and multiple disconnection.
Per rangerover.net site there are only 3 allowable attempts to use this code.
Prove of ownership (owners logbook) / title / registration will be need to dispense a new code from the dealer.
Check on larger battery supply chain store for any pointer.
Example: Sears Auto
A trip to the dealer may be necessary to reset the counter back to zero.

Check for code from the back side of business cards.
I'm going to assume you have attempted the code entry over 3 times.
A dealer or Rover will able to help to complete the project.
