This heater is a three stage heater...how many tiles are burning is dependent on the setting of the thermostat... (the knob on the top) and the temperature in the room...
If the setting and the temperature are close then the heater will only burn one tile....if the temperature in the room starts to drop then another will light.... and if there is a wide difference then the three will light....
If you have a room that is warm already then you may not be able to get all three to light as the thermostat may not go that high...
If the room is cool and the other two tiles are not lighting then either the thermostat has gone bad or the gas valve is bad.... troubleshooting that is very difficult....it is best to replace the thermostat first and then if that does not work either replace the heater of the gas valve... however the gas valve will cost very nearly as much as a new heater...
