It is normal to see air bubbles in line when pumping the bulb. to make sure what the problem is, try starting several times, remove spark plug. if dry, yes no fuel, remove the carb. if wet, place plug on engine block and look for blue spark. no spark means you need new plug, plug cord or ignition module
