Did yours have: Just a slow trickle, until you turn the unit on. Then there is a significant increase.
Water coming out of the base = water flowing through a 120VAC motor = risk of electric shock.
I prefer not to be the bearer of bad news, but a seal has failed on your disposal, it is now dangerous to operate and needs to be replaced.
However, I like being the bearer of good news. There are several second hand stores and thrift shops in most towns. When needed, I have never failed to find a used one for around $20.00.
