2001 honda accord bank 1 sensor 1 o2 sensor is at a negative 36.00 cant figure out whats wrong its a 2.3 ulev v-tec motor

I have checked power all the way from computer to the sensor itself and it still wont give a reading this is the second sensor i have put in it and neither one have shown a reading
