2002. Recently the heater behind the in-oven fan blew and was replaced together with the lower heater (which was found failed) and main relay board. All modes of operation work but the circulating mode has a query - when the mode switch is turned to 'circulating' the in-oven fan comes on but when any temperature is set the fan stops and will not run until the oven set-temperature is reached and heating is switched off by the thermocouple.. Is this the designed mode of operation? Should the in-oven fan run all the time in this mode?

Circulating is Fan Assisted mode. In this mode the fan kicks in when temperature is reached and runs all the time.
Here an extract from manual.
There is no preheat unless you set temperature. That is why you get the fan from start.
