Unplugged the pump,. fuse hold? or use and ammeter, pumps that get old can draw 2 or 3 times normal current. in fact we scope them and if we see huge hash noise its the end call. end of the motor in the pump. bet that bad brushes or rotor windings shorting. out. this is covered in all ASE classes, end to end. i can show a video doing this, but, why.? as always, learn whats on that line first. that is called a schematic. and sorry all things on that line can in fact short. we use at simple tool called a amp clamp meter, to find the exact wire that is overloaded. guessing can fail like 9/10 times here. why do that?

Find the dead short in the fuel pump circuit or pump itself test by removing the power wire from the pump and see if the fuse blows .if it does it is a wire / relay problem if not then it is the pump itself
