2003 Ultra total electrical failure while riding ..... everthing goes out, then within 2 to 3 minutes, everything pops back on (if I leave it alone) and everything is reset to zero, ie: the clock, the radio pre-sets, etc ..... charging system says 14V, everything works right up to the second it all goes out

Replace your main circuit breaker with the new updated 50 amp one. If you look under the seat by the battery you can usually see the posts of the breaker. If they are the long posts then it has never been updated. That was a common problem back then.
