F2.10 30amp circuit breaker supplies B+ voltage to the accessory relay. Both fuse an relay are located in the central junction box , under the dash ! Could be on the right or left side kick panel ! I would suspect the relay over the circuit breaker > The thing to do would be to check for B+ voltage with a volt meter ! I'm looking at a wiring diagram an there is a lot going on here , battery saver relay , Acc. relay , one touch down relay an the GEM - generic electronic module (BCM ) . The GEM energizes these relays , not knowing what an where to check ,you could chase around in circles. You can go to http://www.bbbind.com/free_tsb.html free wiring diagrams to look at the circuits . Fill in your vehicle info then under system click on body an accessories, then under subsystem click on power windows . Then click on the search button ,then on the blue link . This will bring up wiring diagram for power windows . You mite want to watch a few videos on youtube for basic automotive electrical testing an trouble shooting , an how to read a wiring diagram .
