2005 Camry didn't pass CA Brake & Light Inspection due to interior blue high beam indicator not working, although high beams work. Toyota parts dept. quoted me $600 min to replace the "cluster". ??

Hi again Bill Boyd. I was able to remove instrument cluster from 2005 Camry. I replaced it with same instrument cluster from an auto salvage website. Guess what? Everything on the new instrument cluster works except the blue high beam indicator light. Bummer! There are no visible bulbs. To me it looks like a circuit board or something like that. Any suggestions, please?
test the power from the light switch by using a light meter( continuity light or multimeter set on volts and check the plug for the cluster when the high beam light is selected
it may not be the light in the cluster but no power from the switch
