2005 ford f250 6.0 has low boost change turbo, put in new turbo. now not want to start checked fuel pressure ok fuese ok but have bad wire from the vgt cyclinode pigtail would this make it no start

Can be high spots on pads.Can be glazed pads.Can be dust.Can be small rock caught up.Discs may require machining.You can also by cans brake clean spray on.Can be compound in pads in other words cheap nasty pads
Will not turn over at all ?
It cranks but won't start ,I have change the fuel pressure regulator the pig tail that goes to the regulator behind the turbo still no start
