The thing to would be to hook up a factory or up scale scan tool to see if it will communicate . Your probably unfamiliar with control module communication on automobiles ! There is a microprocessor inside the instrument cluster ! Your best bet is to take to a qualified repair shop ,there is nothing you can do . If it needs to be replaced (which is highly likely ) info in the cluster needs to be down loaded to the scan tool ,then loaded into new one .The it needs to be programmed . When installing a new instrument cluster, it is necessary to upload the module configuration to the diagnostic tool. Following installation of the instrument cluster, download the module configuration from the diagnostic tool into the new instrument cluster. For additional information, refer to Section 418-01 . The following items are configurable: The Expedition and Navigator instrument clusters are configurable, hybrid electronic clusters (HEC) that contain a microprocessor, gauges, indicator lamps, and internal circuitry. The instrument cluster is non-repairable with the exception of the warning indicator bulbs and the instrument cluster lens.
