2007 LEXUS IS250 CABIN AIR FILTER
FILTER WAS REMOVED BY OIL CHANGE PEOPLE WANTING TO SELL ME A NEW ONE. NOW THERE IS AN INTERMITTANT NOISE COMMING FROM ABOVE THE COVER ON TOP OF THE AIR FILTER HOUSING. IT IS NOT SOMETHING IN THE FAN. IT SOUNDS LIKE A SOLENOID RATTLING. THE COVER ABOVE THE FILTER JUST SETS ON TOP OF THE FILTER BOX AND HAS A RUBBER SEAL .THERE ARE NO CLIPS FOR THE COVER. IS THERE AN ELECTRONIC DEVICE THAT HOLDS THE COVER IN PLACE ON TOP OF THE FILTER.

This also happened with my 2008 IS 250. As it turned out (and I won't go into the awful details), the oil change location incorrectly replaced the cabin air filter and forced the arm door open causing it to stress and eventually break. If it hasn't broken off yet, it probably will. The cost to replace is about $1700, I would suggest you verify this with your Lexus dealer and make a claim with the oil change location. This is a very common problem as I have found out.
I'm pretty sure that there is no electronic devices around the cabin filter. The only thing that might be making that noise is the little door that keeps the filter in place. Make sure its closed in properly
