This is a common issue with the generation Jetta. Check the fuse connections on the fuse plate in the engine bay. Most of the time the fuse is blown and at times can melt due to overheat. Apparently there is a service action (97am) to fix this exact issue for Jetta sedans and gtis but not Jetta sportwagens. Hope this helps
