There are a few things to check on this unit First is if the pins are in both tires. the quick pins are removable and allow for the machine to freewheel for easy transport.
I would check to see if the drive disk is coming to a stop when the cable is tensioned properly and engaged. If it stops then the belt needs replaced. If the drive disk is spinning and the pins are in then the problem is from the rubber drive disk to the axles. If there is no grinding from the transaxle then the problem is in the clearance of the drive disk.
