3 speed standing fan. #1 the blade barely rotates.#2 a little faster. #3 it starts slow then speeds up like it's going to take off. It also makes an annoying sound like it's rubbing on something or is thirsty for lubricant. Is it the switch or the motor?

It is the motor. Probably needs cleaning and lubrication.
You can send it to Vornado.
It is not hard to get apart, just draw a diagram of what color wire is what speed.
You "could" do it yourself.
