Most these engine got a wire from under flywheel ignition coil to the the throttle plate where it is ungrounded - meaning, not electrically shorted to the main body of the metal of the engine. When the engine control is moved to off, stop, etc - that plate makes a short/grounded connection to that wire that causes the ignition coil to not function and it quit making the spark. Now then. The coil is the only other suspect here unless the flywheel has broker it key.
