4 inch of water in the tray. We have the AC tipped at an angle to avoid water running back into the window well. Because of this angle, the water is not building up in the tray at all. Is it necessary to have water in the tray?

The water is splashed on the condenser by the fan to improve efficiency. it will still work but the output air might not be as cold!
