There are a few possible reasons for this but if you provide me with the Model number I can confirm what I suspect.
Many of the Toshiba sets made in the last 8 years have a HYPER board that goes bad.
What you usually see is lines or noise when you first turn the set on and after a while it clears up. As time goes by it takes longer and longer to clear up. The Hyper board (if your set has it) processes all signal from the tuners and all the rear inputs--everything goes thru it.
Get me the model number and I can confirm if your set has a Hyper board or not.
If it has the board I can give you options about what to do about it.

You most likely have a bad Hyper board--no longer available from Toshiba. Above is the part number-it is only available on a rebuild basis--remove the old one and ship it out for repair.
Let me tell you what has happened here-you can decide what you want to do.
Most sets use capacitors that have two leads and are soldered to the bottom of the board--this board has several surface mounted caps--they are tiny and have tabs and are soldered to the top of the board.
Two ways to fix this---either someone has to remove the board and replace about 10 of the tiny caps there--special soldering etc or the board has to be sent out for rebuild--maybe not worth doing on this set...I have helped 4 people here with a similar set who were able to replace the caps themselves--less than 30 dollars for the parts.
If may not be a job for a person not familiar with soldering surface mounted parts but It is what is wrong with your set--age and heat dry out the tiny caps--if it has got worse over time it is your problem.
Let me know if you have any questions or if I can help.

I cannot ask for a email address but if I had one I could send you a photo of the typical Hyper board.
I understand you completely--take some advice--if you buy a Flat screen get the longest extended warranty you can afford--I fix them and 80% of the ones that fail do so in the first two years.
If I can ever be of help again--post something with attention to me.

I am sorry but that sounds like a bad tuner or Vertical IC not doing it job to keep the picture in one place. It could be just about a couple things wrong here such as the tuner on standard def and the flicker and rolling would be your IC's integrated circuits. You looking a min. of a $200 repair job on the TV.
