After you insert the fuel line through the tank and install the filter. take some WD-40 and spray the hose. now from the bottom of tank the pull on the hose. and just keep pulling on it till it comes through all the way. then slide the little white washer back over the hose and seat in place. this should do it for you. they are a royal pain in the **** to work on. numerous brands of string trimmers have these top mount tanks. a new tank with hoses already assembled is about 45 bucks with shipping. much cheaper to fix it yourself.
