TURNS OVER .GETTING FUEL GOT SPARK,TIMING BELT IS ON,WHAT COULD IT BE 94 geo tracker ,new head ,did not remove old gear shop did,has to positions can be mounted on cam gear,and #1 tdc which way does the pin in cam for gear position.put together several ways already would not run,blows fuel out carb. 1.6L

Take the number 1 spark plugh out of the head. turn crank so the piston is in =TDC (you can use a 1/4 drive extension to feel the top of piston) take the cap off the distributor the rotor should be pointing in the #1 fire position... check this and let me know
I believe the pin should be positioned at the top, but I'm not 100% on that. I'm going to say that the position you had when the fuel backed up into the carb is 180 degrees out on the cam, and that the valves were opening during the compression stroke, therefore blowing the fuel back instead of pulling it in. If you know where the gear was during this, then take it off, go a complete 180 degrees with the cam, and put it back on. This should get you close enough to for the engine to start, then you'll need to dial it in.
Check all of the battery terminals and cables and check the wires on the starter/selonoid, start from the battery and follow the cable out and check all conections , clean and tighten them and if it still does it the starter/selonoid is bad and needs replacement...
