Is the shutoff solenoid on the carburetor working? How bout the metering jets? Are they plugged? Look at all the safety switch locations to be sure they all are working. It only takes one to stop it from starting.

I would check to see if fuel is making it out of the filter. I doubt it's an air blockage, but I'm not looking at it, so I don't know. I guess you can try starting fluid to see if it will at least run for a few seconds, it's 98% fuel related for diesels and the other 2% are air or electronic. See if it'll do anything with some starting fluid, and if so its a fuel delivery issue, maybe the fuel pump is not working. If nothing happens, I'd have to see it, but it's obviously not a spark issue, lol, could be a ground though, check safety interlocks with a jumper wire, and maybe the ignition switch too.
