I just purchased a used MPC x1000 and encountered the same problem. Here's what I did:
First, turn on PC and press F1 to enter CMOS. Go to the Security tab. There you will see Supervisor and User Password fields. Change the Supervisor password, then the User fields can be changed. Then, save and exit.
If, when your o/s boots, the screen asks for password or touch fingerprint pad, go for the password option by pressing ctrl/alt/del. If that won't let you in, there's a bypass tab that you can select. I clicked on that tab and went right into Windows no prob. Then, the TouchPad options menu appeared so I could set up security as I choose.
Another thing to look at: If you keep getting the Bios password request, do you have your laptop's battery installed? If you are running on AC current and removed your battery, you will not be allowed to access your operating system - or even the Setup.
Both the AC adapter and the battery must be in use.
