Compressor and fan outside come on and run fine but at start up the house fan tries to engage for about a second than nothing. Outside stuff continues but I shut it down for safety reasons. Inside circuit board between r and w wires reads 27 volts and at thermostat the voltage between rc and g wire reads 24 volts.
