The new board MUST be : 128MB (1X128MB) PC100 NONECC UNBUFFERED 168 PIN SDRAM DIMM
If the criteria is anything but the configuration above, it will not work. Also because of the type of memory, I am guessing the age of the board (or system) check to see what the max RAM is and see if your new board exceeds that amount.

Remove all RAM, and eseat the new 128 board.
