There is an order. (check fuses first, all the time, every time) 1: engine attains 180F temp or more and holds there. all the time hot. 2: the water valve is open fully and actually flows hot water to the core. the dash temp, lever is a cable to valve, does valve move from min to max, via lever>? 3: blower works, at least on high. 4: then doors, most these cars have blend door motors. and the tests are unique to maker and year, model. the FSM covers this 100%
this system varies by, A/T or M/T tranny, coupe or sedan and CLIMATE CONTROL options. the climate control system is complex with 3 motors. 3 damper control motors, 1: Recirc 2: fresh air. 3:MODE (my guess this fails)
to see it , go to alldata.com and read HVAC section , fresh air delivery systems.
better is THE FSM, as it shows how to test these motors. step by step.
