It sounds like you have a bad blower motor resistor. If you have the basic analog climate control, this should only cost you around $15-$20. If you have the electronic digital climate control (the one that will keep the vehicle at specific temperature on it's own), look on rockauto.com. I would like you to know that the Dodge Caravan and the Chrysler Town and Country are pretty much the same vehicle when it comes to parts, location of parts, etc. Here's one for a 3.3L V6 engine: 2003 CHRYSLER TOWN COUNTRY 3 3L V6 Blower Motor Control Module Resistor...
I took the liberty of looking up one for the 3.8L V6 engine: 2003 CHRYSLER TOWN COUNTRY 3 8L V6 Blower Motor Control Module Resistor...
This part is located behind your glove box and is fairly simple to replace. Squeeze the sides of your glove box until you can drop it completely out of the van and put it aside.I really hope this helps. Good luck!
P.S. I, personally, have never done this repair before...probably because I have never owned a Chrysler or Dodge. Regardless, I have seen this done 2 different ways: 1) behind the glove box - in my personal opinion, seems to be the easiest and most convenient and/or 2) under the hood - this appeared to be a pain! However, I am posting both of these for you because as I've stated before, this is my opinion, meaning it's what I think, not necessarily what IS. I want to help you fix your problem, so the one I think is a pain might actually be the easiest one to do. I want to help you fixya problem...lol...
