Make, and model? Drain all fuel and put in fresh from a station. Possibly poor compression or an intake leak (cylinder side of carb). Poor spark and slipped timing (sheared flywheel key) will cause no start or hard to start with backfire.
Sounds like the float chamber has an issue. I would check the float level.
