If it's a gas stove it's probably stop up. use a welders tip cleaner or a real small wire. If it's an electric stove check your connections at the burner and make sure there clean. If they have stuff in the connectors the electricity wont pas through, if so clean them but no baking soda or vinegar.
These burners can be a pain sometimes.... first of all did you let them air dry and shake them to make sure all of the water is out of them ... any water in them will prevent them from working correctly. Secondly, are you sure you seated them correctly on the burner receptical? Third... make sure you have spark from the igniter... there may be water or moisture on them grounding out the spark and preventing the spark to jump to the gas to make a flame.
