In order to turn it on if the motherboard wont do it yes, you have to short out the green and a black wire for it to turn on. Volt meter is handy to check for proper voltages: 12v, 5v, 3.3v, also should be test when the computer is under full load. It is also recommened to check for bad capictors on all computer compentents including the power supply. Usually on store bought computers the power supply starts to give out, and the caps buldge, and if its left unfixed it causes caps in other places to go out. If there are caps bulding on the power supply and/or other stuff, buy new capictors of the same voltage and same or slightly higher UF rating, I recommend Rubycon or Nichon from badcaps.net.
