I was able to get out of this state by doing a factory reset on the phone and setting up my Google account again. I had to reinstall all my applications and lost sms history etc. It seems to also work if you do a reset and setup your account on another phone, then the first phone starts working again. Of course you have to find another phone to reset for that to work.
I have not found a way on the web to reset my Google account when this happens. Logging in/out of GMail and Google Talk does not seem to trigger the reset.
Make a list of all the apps you have before you do the reset so you can reinstall them all.
