apparently the msi installer is corrupted, you can try downloading one from microsoft and reinstalling or you can download tuneup utilities (THIS FIXES THESE KIND OF ERRORS) I'm not giving details cause u seem very capable.
you cal also try.. start. run msconfig disable the installer in the startup tab..
did you try a system restore to a date before you actually started getting the error ?????
did you update the MSI installer as well ???
check you scheduled task !!
If these fail you will need to format the system.. Chances are the system files are messed up.. I'm betting the MSI Installer is corrupted.. try deleting all your temp files / prefetch files (system 32 / prefetch)
and also all the MSI installer files profram files / msi installer
run tune up utilities after .. and if this fails well you know what you will have to do!!!
seeing as internet exploere is running leads me more to believe that the system files have gone bonkers.
bring up the task manager ,, ctrl + alt + delete,, end the explorer.exe task in processes.. see if you can close the msi installer then..

First ensure that you have followed the instructions here: see Corel KB article "How to manually remove WordPerfect 12".
If that does not work, then do a system restore to a recent date before you started the installation of Wordperfect.
You find System Restore using Start Button, on:
Programs>Accessories>System Tools>System Restore.
