Well please uninstall your Power Dvd, restart you computer (if possible, run a registry cleaning before you restart your system) and download and install this.. ; Klite Mega Codec Pack (open the link and select anyone from the available lists). The problem is that the lens of the DVD player is dirty, i will advice you get a lens cleaner to clean the lens of your DVD player, this will help resolve the problem, if problem still persist after cleaning the lens of your DVD player, then, it means the lens of your DVD player is weak and will need to be replace because it is now malfunctioning. Replace the lens if cleaning the lens did not solve the problem.
I will advice you uninstall the power dvd software from your system and reinstall back after uninstalling, because it is most likely possible that the power dvd software on your system is corrupt.

Switch to a lower resolution. I had the "jerky video" problem on Windows XP, and switching to a lower monitor resolution fixed it, so i will advice you reduce the resolution of the screen of your system, most likely fix the problem.
