No but if you just sort of push on one side of the handle bar it will pull it to turn without lifting the front.

I need a front weel/tire 16" for my baby trend double jogger. Unfortunately the company no longer carries them.Help

Unfortunate not. this model of yours come with the fixed wheel.
the other orange Baby Trend comes the swivel wheel.
