I had a 95 xj 6 with the same problem. At the fire wall on the right side is a bolt with a rubber cover on it. this cable goes behind the engine to the starter. That bolt at the fire wall my need to be replaced. find it it may be rusted or corroded. If it is, the current from the battery will stop at that bolt and not contunue on to the starter but lights and everything else will work. If when you turn the key you just hear a click or nothing. that part is 5 dollars at autozone.

That doesnt matter if the lights turn on it doesnt take that much u need a new battery stop being cheap u drive a Jag
