There is a chance you are using a very low power charger. This could actually give you a good charge if you have enough hours to wait... probably your device is accustomed to more like twice the power: 1.2 Amps or even 2.0 Amps...2 amps is only about 10 watts as they are at 5 volts or so.... on the other hand if you overcharge it can be a pretty bad charge. I use Display Battery Info also a power meter from Darken that shows the power charging my battery. as a general rule "power off" is for storage and shipping and such but charging when turned on is advisable. Occasionally you want to remove the device on green but often a few hours of green helps... this is where you check the voltage level of the battery and at over 4.25 volts worry it may be overcharging. Usually I do want to see 4.3 volts for a while before I know I am really at 100%.
