The looks like power issue,It may be that the USB port is unable to provide enough current to spin up the drive I found an excellent article about your the issue you are facing.
Beeping usually happens when the harddisk does not get enough power. Try 2 things: 1. a smaller cable, 2. USB port at the back panel on a PC. Front panel USBs are shared, also try removing everything connected to front USB ports.
