Report "black lead, 1 volt on the Bottom, Blue, X13SPD terminal. The 24VAC Terminal shows 27 volts. The 3 amp fuse is good. The transformer appears normal. I replaced the Tstat. I tried to by pass the Tstat, did not work. The Tstat is working.... I waited to check delay timer. I am out of ideas......anybody have any ideas???? Thanks for looking!!!"
