Blower fan not working
My blower fan isnt more than 5 years old and started working only on the high speed...now it dosent work on any speeds...I removed it and hooked it to battery and it works fine...I checked with a test light on the blower motor plug and grounded it to the door frame started engine and with fan on high the light lit up so power is there....why did it stop working on high I dont know...fuse is fine..only one in engine compartment no relay found...Can this be the resistor pack? Can it prohibit all speeds not working?

In my experience blower switches give little trouble. Last couple of blower motors I checked over used a thermal safety fuse which had failed and stopped the motor. The fuse is generally covered with sleeving and fitted close to the motor so if the motor runs hot the fuse will fail.
The resistor bank is bad for slow speeds, the switch is bad for high speed. In your test, you have voltage, but the switch wont carry the amps, to run high speed. Open circuits will not blow fuses. Replace both switch and resistor bank for all speeds. Make sure to clean leaves and trash from fan housing and see if fan spins freely.
